The tiny line indicating the angle of adjustment is printed on only one side (and it's the side opposite where you turn the screw) so it's a bit tricky to lock it into a particular angle.

It fits on a steer tube that is 1 1/8" and clamps onto a handlebar that is 31.8mm. It is constructed of high-strength cnc machined 6061 t6 aluminum alloy. The 45mm is the reach of the stem from the opening of the steer tube hole to the middle of the opening for the handle bars.
