Essentially they have the ability to sub-consciously transform what they are looking at into a LEGO creation. It's chock full of gorgeous pictures for anyone to enjoy, but also provides lots of great information and detail that any builder will appreciate, absorb, and put to use in their own builder.
Jordan uses several different LEGO themes throughout the book as well, like city, space, castles, ships, mosaics, scenery, etc. This makes the book very well rounded, functioning as an overview of various types of models, various tips and tricks, a visual idea book to get the creative juices going, and a who of some of the best builders on the scene today. The quality of the photography in the book is excellent, and the print quality of the book is clear enough that you can see very minute details in even smaller pictures.
It can be used as a base for other items. There are not a lot of instructions provided, as the idea of the book is to help inspire you to design your own creations.
