The orange levers used to raise the base off of the "steering wheels" are a nicely-engineered eccentric cam that lifts/lowers the load in a controlled way. The 3" wheels do nicely over concrete, without getting hung up on expansion joints. It's sturdy, will not tip over, easy to roll, and keeps everything very close to the ground so the height difference between the saw on the floor and on the cart is barely noticeable.

The rails are closed section metal, beautifully painted and of very high quality. The side rails are very heavy tubing with threaded holes for the adjusting bolts. The 2 bolts keep the inserts level and keeps the base from sagging. It is easy to use foot-operated locking levers to clamp the steel mobile base firmly into place. The wheels are strong and roll with ease.
