The trick is to twist the baffle as it's being inserted and assist it by stuffing a little with a flat bladded screw driver. The tape melts and glues the fiberglass mat to the inside of the pipes. The overall effect of the baffles is that the exhaust sound is a little bit quieter and the higher frequency sounds are less loud. These really tone down the sound of the exhaust but it doesn't make it less aggressive sounding either.
